Because if the original pictures already contained nudity, it would defeat the entire clever point of bubbling; and if they did not, they cannot be a legal gray area (outside of Australia, at least).

Well there are a lot of people on 4chan who freak the fuck out at any conversation and pictures of underage girls. So when people would post jailbait aged chicks in bikinis, everyone would scream pedo.
This was a way to up the ante without getting reported. Maybe not legal gray area, but more a mod gray area where they wouldn't have real reason delete the threads but the moralists would go apeshit on another level.
I'm more referring to other boards than /b/, so I dunno what that shithole would do about this.

.mov is just a container like .avi, so the codecs can be pretty much whatever you want. Quicktime the application just likes using mov as the container by default.
